Sud Soudan – Community Violence Reduction Expert, Rule of Law Advisory Section (RoLAS) (UNMISS) (M/W)

Mission description

The Technical Expert will be located in the Rule of Law Advisory Section (RoLAS) of the United Nations Mission in South Sudan. The Technical Expert will report to the Chief, RoLAS, and work under the guidance of the Senior Security Sector Reform Officer. The incumbent will be based in Juba but expected to travel as directed and as necessary throughout South Sudan to achieve CVR programming objectives. The Technical Expert is expected to also contribute to related mandated UNMISS activity in support of the implementation of the South Sudan peace process.

Under the supervision of the Chief of the Rule of Law Advisory Section and the guidance of the Senior Security Sector Reform Officer, the Technical Expert will provide advisory and technical support in the following areas:

  • Develops and implements assigned tasks in support of community violence reduction programming with mission components, the broader UN family, Government and local authorities, donors and other national and international partners and coordinates on policy matters;
  • Identifies, analyzes and monitors political developments and emerging issues with respect to the implementation of the Mission’s mandate, in particular with respect to CVR and its linkages to DDR;
  • Provides guidance on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives; and monitors, evaluates and reports on implementation;
  • Coordinates/drafts summary and analytical reports including, but not limited to, political-military analysis of the South Sudan peace process as it relates to provisions in the peace agreement, regional political analysis and routine reporting to UN Headquarters;
  • Contributes to regular analysis of special programs/projects which will inform reports of the Secretary-General to the Security Council;
  • Participates in the planning, organization and management of senior Mission leadership meetings and Mission events, prepares written summaries and conducts follow-up activities;
  • Assists in managing the implementation of the Mission’s programme of work, including through support to planning and budgetary processes;
  • Provides relevant inputs to Mission documents and reports in support of the implementation of the Mission’s mandate, with a focus on support to implementation of R-ARCSS Chapter II provisions of the peace process; and
  • Performs any other related duties as directed and/or required.

Project or context description

United Nations Security Council Resolution 2567 (2021) instructs UNMISS to provide support for relevant authorities and civil society organizations in developing and implementing gender-responsive community violence reduction (CVR) programs, in cooperation and coordination with development partners and community representatives, with a particular focus on women and youth. CVR programming is an important tool for the consolidation of peace in South Sudan. CVR has the same strategic objectives as disarmament, demobilization and reintegration (DDR): to contribute to peace and security by supporting programmes that reduce armed violence, and by creating political space and helping to build a secure envi­ronment conducive to recovery and development. CVR differs from DDR in that it works directly with target communities to find solutions to causes of armed violence from within, and explicitly targets youth at risk of recruitment by armed groups in addition to ex-combatants. CVR utilizes a bottom-up approach, emphasizing community engagement. While the strategic direction of CVR is set from above, decisions related to participant and project selection, training and education options, and monitoring and evaluation are discussed and agreed upon with local communities.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience 

A minimum of ten years of progressively responsible experience in CVR, DDR, political affairs, diplomacy, conflict resolution, and/or related areas. Extensive experience in political outreach, facilitation, analysis, advice and reporting is required. Experience working outside one’s country of origin is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organization or non-governmental organization – in a conflict or post-conflict setting is highly desirable. Previous experience working in the office of a senior public official, with senior national counterparts, as well as at the local, community-level, particularly with youth, is desirable.  Knowledge of the political environment and experience working in the region is an advantage.

Languages 

English and French are the working languages of the United Nations.  For this position, fluency in oral and written English is required. Fluency in Arabic is desirable.

Additional information

Place of the mission: Juba, South Sudan.

Duration of mission: 24 months.

Starting date (subject to change): Starting from September 1st, 2022.

Type of contract: CDDU, legal employment contract private sector (public officials will be seconded to Expertise France for the duration of the mission). Remuneration established according to Expertise France’s remuneration policy: base salary + (if applicable) family package + technical bonus and expatriation + payment of accommodation costs* + payment of school fees * for children under 21 accompanying the expert in the country of residence + travel tickets Round-trip plane, contractual address – place of residence, i.e. 1 initial round trip, 1 intermediate round trip, 1 final return + payment of moving costs* and visa* + social security cover (CFE, mutual insurance, provident insurance).
